Mykola Tomenko, Deputy Chairman of The Verkhovna Rada of Ukraine, addressed the Prosecutor General of Ukraine with a request to verify whether quotes of "number one terrorist" Usama bin Laden and Libyan dictator Muammar Gaddafi in the textbook for the higher education establishments published by the Deputy Minister of Ukraine meet the Ukrainian legislation.

The Deputy Chairman informed that in the year 2010, "Vyshcha Shkola" publishing house brought out the textbook "Global Studies" for the students of higher education establishments co-authored by the First Deputy Minister of Education and Science, Youth and Sports Yevhen Sulima, and Doctor of Political Science, professor of Dnipropetrovsk Oleh Honchar National University Maksymilian Shepeliev, which was certified by the Ministry of Education and Science of Ukraine.  M.Tomenko stated that substantiating their views on the causes and processes which might lead to the new global war, the authors quoted such ‘authoritative´ sources as Libyan dictator Muammar Gaddafi and "number one terrorist" Usama bin Laden. Thus, the textbook reads, "M. Gaddafi rightfully states that global policy based on hypocrisy and double standards is a favourable environment for terrorism" (p. 308), "Actually, consideration should be paid to the ‘adjustment coefficient´ introduced into the concept of clash of civilizations by Usama bin Laden who stated that American civilization fighting Islam is not a Christian civilization in its true meaning, but a civilization of Judaism hiding behind torn and shabby Christian clothes" (p. 310).

The Deputy Chairman stressed that while the whole civilized world is oriented towards fighting terrorism as a phenomenon which poses a major threat, the foregoing publications in the textbook "Global Studies" might be considered as propaganda and justification of terrorism, which is directly prohibited by Clause 17 of the Law of Ukraine "On fighting Terrorism."
